1. HISTORICAL PROFILE OF ITS LOCATION

1.1 Etymology

Like the discovery of the Philippines, way back in 1521 by foreign navigators, the founding of Liloy was also accidental sometime at the end of the 19th century. The Subanos who were crowded out in the more civilized towns of the province found their way to Liloy as they wandered from place to place following the coast of the Zamboanga peninsula. These facts could be traced by some old Subanos living in the area who could point-out that their ancestors and great-great grandparents originates from the municipalities of Katipunan, Manukan and Sindangan, all of this province. These settlers must have seen “LILO” and possibly the later generation or perhaps the early Christian settlers added the “Y”, thus the name “LILOY” came into use.

1.2 Political History

The municipality of Liloy, prior to its creation was one of the biggest barangay of the municipality of Sindangan. It acquired its juridical personality on August 22, 1951 by virtue of Executive Order No. 469 signed by the Philippine President Elpedio Quirino and was later inaugurated on December 16, of the same year.

Upon its creation, the municipality has a total land area of 20, 180 hectares with twenty-five barangays. However, in 1959, a huge portion of its territorial jurisdiction had been taken away as a result of the separation and creation of the municipality of Salug, and later, the municipality of Tampilisan in 1978.

Thus, Liloy at present has only about 15,901 hectares with a total of 37 barangays within its juridical responsibility. These are the barangays of BANIGAN, BAYBAY, CABANGCALAN, CANAAN, CANDELARIA, CAUSWAGAN, COMUNAL, COMPRA, DE LA PAZ, EL PARAISO, FATIMA, GANASE, GOAW, GOIN, KAYOK, LA LIBERTAD, LAMAO, MABUHAY, MAIGANG, MALILA, MAUSWAGON, NEW BETHLEHEM, OVERVIEW, PANABANG, PATAWAG, PUNTA, SAN, FRANCISCO, SAN ISIDRO, SAN MIGUEL, SAN ROQUE, SILUCAP, SANTA CRUZ, SANTO NINO, TAPICAN, TIMAN, VILLA C. SUDIACAL AND VILLA M. TEJERO.
The municipality’s first set of local officials is headed by HON. ARSENIA A. TEVES, as the appointed Municipal Mayor. Since then, the municipality had several leaders both appointed and elected, who did their best in striving for the development of the town.

1.3 GEOGRAPHICAL LOCATION

The municipality of Liloy is located along the national highway at approximately one hundred eighty four kilometers from the City of Zamboanga and about one hundred thirty two kilometers north of Dipolog City. It lies on the northwestern side of the Zambonga peninsula at latitude 8 degrees 06 minutes North, and longitude 122 degrees 38 minutes East.

It is bounded on the North, by the Sulu sea; on the South, by the Municipality of Tampilisan; on the East, by the municipality of Salug; and on the West, by the Municipality of Labason.

1.4 PHYSICAL CHARACTERISTICS

1.4.1 Land Area

Originally, Liloy upon its creation has a total land area of 47, 661 hectares. However, after the separation and creation of the municipalities of Salug and Tampilisan out of Liloy, only about 12, 843 hectares was left for the municipality. It was unevenly distributed among its 37 barangays. (Refer to Table 1)

1.4.2 Topography

Liloy, is one of the southern municipalities of the province of Zamboanga del Norte. It is classified as generally rolling with plateaus and a few narrow lowland plains near the shores. It has a terrain ranging from relatively flat to gently undulating and moderately rolling to mountains.

Being a coastal municipality, it has approximately sixteen kilometers of shoreline, stretching from the boundary of Labason to the boundary Salug. The shallow waters along this shorelines abounds with bangus and prawn fries.
Likewise, the municipality is traversed by creeks and being bounded by two big rivers, namely; the Mucas river on the East and Patawag River on the West. The presence of these rivers and creeks not only favor the farmers for the cultivation of their crops, but also serve as natural drainage of the municipality.

1.4.3 Climate

The climate of Liloy, like most municipalities of Zamboanga del Norte, is classified as belonging to type IV, with no distinct dry season. However, the months of February, March and April are observed to be the hottest months. Heavy rains occur during the months of June to January. The highest monthly rainfall was recorded in the month of January and the lowest is in February.

Liloy has a fairly warm temperature with monthly average of 28.50 degree Celsius and due to lack of dry season, relative humidity was recorded at its highest at 88 percent in the month of January to June and Southwest from July to September.

As the municipality is not within the typhoon belt areas, tropical cyclones are rarely experienced in the area.
